Laws Governing GCDs
TAGD District Members are political subdivisions and conservation and reclamation districts created pursuant to Article III, Section 52, or Article XVI, Section 59 of the Texas Constitution. As such, they operate under Texas law, including Chapter 35 and Chapter 36 of the Texas Water Code, which govern groundwater management and conservation. In addition to the Texas Water Code, TAGD District Members adhere to administrative rules set by the Texas Water Development Board, and the Texas Commission on Environmental Quality, as well as state laws governing political subdivision. These include regulations on open government, public information, ethics, and voting to ensure transparency and accountability.
